国内のUberと海外のUberの違いについて。

Uber、国内と海外でどう違う？
これまでUber、Uberと書いてきましたが、よく考えたら国内のUberと海外で乗るUberとの違いについて触れたことが無かったかな、と気づきました。
折しもこういうニュースが話題になっているので、海外で乗るUberと国内のUber事情についての違いを書いてみます。
海外のUber
元々Uberはライドシェア、と表現される事が多いですが、このライドシェア、ride-shareの意味を調べてみるとこう出ます。

日本的には「あいのり」・・・ではなくて、乗っけてあげますよ、という意味。実際に海外で乗ったUberの写真をいくつかアップしてみます。
台湾のUber
一時期地元のタクシー業界の反発が強くUberが撤退した台湾ですが、この時はタクシー業界との調整が終わり再参入を果たしていました。これが台北桃園空港に呼んだUberの車両。見た感じ、普通の自家用車ですよね。

見てもらうとダッシュボードにタブレットとスマホがありますね。これでUberアプリからのリクエストを受けたり、ナビも兼ねているUberドライバー用のアプリを操作したりしています。
左に見えている黄色い車は台湾の普通のタクシー。こちらは日本のタクシー同様、コンソール中央にメーターがあるのですが、Uberの車両にはメーターはありません。
こちらは別で乗ったUer。ドライバーの服装も普通のトレーナーなのが分かると思います。
香港のUber
こちらは香港で利用したUberの車内。ダッシュボードに芳香剤やミニカーが付けられていたりで、本当に普通の自家用車です。
ミャンマーのGrab
こちらはミャンマーで利用したUberと同様のライドシェアサービス、Grab(グラブ)の車を呼んだところ。ホテルの車回しにつけてもらった中央に見えるハッチバックがGrabの車両です。普通の自動車というのが分かるでしょうか。
車内も普通ですね。
こちらは別で乗った車の車内。この車は確か商用車的な感じの車両だったと思います。ミャンマーは日本車の中古車のシェアが異様に高いのでGrabで呼ぶとほぼ間違いなく日本車が来ます。
さて、こうやって見てみると普通の人が普通の自家用車に乗ってやってくる、という事はなんとなくお分かりいただけたでしょうか？Uberの仕組みは運転して稼ぎたい人が自分の車で客を拾って目的地まで運ぶ、というサービスなのです。なのでライドシェア、と言われる訳です。
そう考えるとちょっと怖い・・・というのもあると思いますが、一応UberやGrabのシステムでは、運転手は登録制で、乗客と運転手が相互に評価をする形です。ヤフオクの相互評価と同じで一応これが一定の行動抑制効果があるようです。特に運転手は評価が低いとUberやGrabから呼ばれない、というペナルティもあるためちゃんと対応しようとするインセンティブがあります。
とはいえ、中国のライドシェア、DiDi（滴滴出行）では立て続けにライドシェアの運転手が乗客を暴行殺害する、という事件が起こり問題になっています。この辺りはライドシェア事業者の仕組みの改善が期待されるところ。
国内のUber
打って変わって日本国内のUber。Uberは現在、東京から事業開始し、大阪、名古屋、広島、宮城（仙台）、福島、青森とサービス地域を拡大しています。東京はハイヤー会社と協業しているので日産フーガやトヨタのベルファイアなどの高級車で送迎されるというライドシェアっぽくない車両が来ます。

東京のハイヤーを運営しているのはこちら。
それ以外の地域ではその地域のタクシー会社との協業です。なのでUberでタクシーを呼べる、という配車サービスになっています。海外のライドシェア的な料金メリットはほぼありません。
なぜ国内はタクシー・ハイヤー会社との協業？
ご存じの方も多いですが、日本国内では登録されたタクシー・ハイヤー以外の車が営利目的で人を乗せることは「白タク」といい違法です。白タクの白はナンバーが自家用の白色から来ています。タクシー会社の業務用車両は緑ナンバーです。
冒頭のニュースは過疎地などタクシーの数が少ない所には特例的に白タクを登録して認めよう、その地域を拡大しよう、という法案に対する業界の反発の話なのですが、裏にはUberを認めるのでは？という疑心暗鬼の部分があると思われます。
Uberなどの本質は、一般の人が空いた時間に車を使ってお金儲けができる、また利用する側は安い料金で利用できる、という所が最大のメリットです。そういった部分では実は日本は法規制で世界標準とは違う形でUberを利用している国なんですね。
今後東京オリンピックでインバウンド観光客を始めUberの利用がさらに増えると思いますが、日本のUberがこのままなら、実は彼らはちょっと違和感を持ちながら利用する事になる、というのは気に留めておいてもいいかと思います。
